Found this old walking stick at an estate sale. The shaft appears to be bone cow, buffalo? Covered with carvings of sea life. The head is carved wood in a style consistent with Caribbean artwork and the plaque on the head says Cuba. I have searched for a long time and haven't found anything that's even vaguely similar.
The shaft is 30 inches and the total length is 34 inches from the tip to top of the handle. If I had to guess, I'd say it's folk art from the early 20th century and completely unique. If interested, message me and I'll send a video where the carvings can be seen better.
